It was really more of a joke than a question or demand. Every new year our country has a New Years Honours list whereby people are given honours such as OBE 's (Order of the British Empire) MBE's (Member of the British Empire) usually for outstanding achievements in their work, for example in sport or in the arts and of course voluntary work and charity work is recognised too. Ray Davies of the Kinks, Cliff Richard and Paul McCartney have all received knighthoods for their contribution to music hence they have the title "Sir". This year Ringo Starr becomes Sir Ringo Starr.
The Queen gives out the honours at a ceremony at Buckingham Palace. It's a big deal. But anyone can nominate someone for an honour by applying via a government website

though, in truth, I think one would have to be British and a British resident to make the nomination. (though I'm not absolutely sure about that?)
I'm sure Steve has promoted charities, performed enough charity gigs and left enough of a musical legacy to be nominated..............and then the nomination needs the support of two others.
As I say, I was joking but thinking about it, it doesn't seem like such a bad idea?
